Somewhat formal, it is common in written notices, job ads, rules, and announcements. It often follows a noun expressing a range or contrast, or a pair of alternatives; the main clause states what applies in either case.
Note that 少ない in 多い少ないにかかわらず is an antonym of 多い, not its negative form 多くない.
- にもかかわらずN2「にもかかわらず」 is concessive (“although…, yet…”) and its first part is an established fact, while 「にかかわらず」 usually takes paired opposites or words implying contrast, meaning the difference does not affect the outcome. The two are not interchangeable.
- を問わずN2「を問わず」 is close in meaning, is also written style, and is often interchangeable after nouns. However, it basically attaches only to nouns or 「〜の有無」, not to paired opposites like 「行く行かない」 or 「多い少ない」, and it can also be phrased as 「を問わない」.
- によらずN1When it means “regardless of,” 「によらず」 is close to 「にかかわらず」 and often interchangeable after nouns such as gender or age. However, it takes only nouns, not paired opposite forms, and it has an additional sense of “not relying on a means,” as in 「武力によらず」.
- いかんによらずN1「いかんによらず」 has the same meaning and is often interchangeable after nouns, but it attaches only to nouns (generally as 「名詞の」), not to paired opposites like 「行く行かない」. It is also stiffer, appearing mostly in notices, regulations, and formal speeches.
- にしろ / にせよN2「にしろ/にせよ」 can take a single case to mean “even if…,” which 「にかかわらず」 cannot. With the paired 「AにしろBにしろ」 form or with question words the meanings are close, but the following clause is usually a judgment or assertion, and 「にしろ」 is also common in speech.
に関わらず is another spelling of にかかわらず, whereas にもかかわらず means “despite” and introduces a contrary result. を問わず and によらず are close in meaning; いかんによらず is more formal and refers to a condition or outcome, while にしろ/にせよ presents alternatives.
