とは限らない|とはかぎらない

JLPT N3approx.Neutral
Meaning

Means "not necessarily" or "is not always the case." It marks a partial negation: the speaker denies that a common assumption or general expectation always holds, while allowing that it is sometimes true.

Formation
Verb (plain form)+とは限らない
い-adjective (plain form)+とは限らない
な-adjective+(だ)+とは限らない
Noun+(だ)+とは限らないe.g. 良いとは限らない, 本当だとは限らない
Negativeない-form+とは限らないe.g. 心配事がないとは限らない
Examples
高たかいからといって、その品物しなものが良よいとは限かぎらない。
Just because something is expensive doesn't necessarily mean it's good.
彼女かのじょは元気げんきなように見みえるが、心配しんぱい事ことがないとは限かぎらない。
She looks cheerful, but that doesn't necessarily mean she has no worries.
Usage

Neutral in register, it appears in both conversation and writing. It typically challenges generalizations and is often paired with からといって, 必ずしも, いつも, or quantifiers like みんな and 全部. Compared with わけではない, it focuses on refuting a general rule rather than correcting a specific conclusion someone might draw.

Watch out

Learners sometimes treat とは限らない as a full negation, but it only means something is not always true.

Do not confuse ないとは限らない with ないとも限らない, which stresses the possibility of an undesirable outcome.

Note that 必ずしも naturally pairs with とは限らない to reinforce the partial negation.

Easily confused with
  • ないとも限らないN1「ないとも限らない」 is formed with the ない-form plus 「とも」 and means 'it may also be that...'; it is on the formal/written side and often explains the reason for taking precautions. When this pattern takes the negative form 「〜ないとは限らない」, the two are close in meaning.
  • わけではないN3「わけではない」 is mostly used to negate an inference or a misunderstanding, and is often followed by 「が/ただ」 to explain the actual situation; when it expresses partial negation or points out that something is 'not necessarily' so, it is close to this pattern and the two are often interchangeable. Nouns and な-adjectives must connect via 「な/である」.
  • というものではないN2When 「というものではない」 expresses 'not necessarily,' it is often interchangeable with this pattern, but it carries a tone of reasoning and value judgment and is mostly used to rebut general views or claims. It can also appear as 「〜ばいい/〜たらいいというものではない」, meaning 'it's not that simply ... is enough.'
  • というものでもないN2「というものでもない」 is also a partial negation, but with an evaluative nuance and a softer tone, often used to rebut views like 「〜ばいい」 or 「〜ほどいい」. What it negates is whether a judgment holds, not whether something has actually happened.
  • なくはないN2「なくはない」 is a double negative that tactfully and with reservation partially affirms — 'it's not that ... not...' — and is often followed by a contrast. 「とは限らない」 negates 'necessarily so,' meaning 'not necessarily,' so the two point in opposite directions and cannot be swapped.

とは限らない denies that an assumption always holds, while ないとも限らない warns that something (usually bad) could happen, and わけではない corrects a specific inference. というものではない and というものでもない criticize an overly simple view ("it's not the case that simply…"), whereas なくはない gives a hesitant affirmation ("it's not that… not").
