It follows a noun for a skill, field or quality (料理, 足の速さ, 数学, 記憶力), and the second clause usually highlights someone's strength or notable performance in that area, as in 〜にかけては誰にも負けない, 〜にかけては彼の右に出る者はいない, 〜にかけては自信がある. The evaluation is mostly positive; it can also describe an attitude (絵にかけては真摯だった) or be used ironically (言い逃れにかけては天才だ). It only shares the form with 〜から〜にかけて, which marks a range of time or space.
It cannot be used as a general "about...": 日本の歴史にかけては質問があります is wrong; say 日本の歴史について質問があります.
Keep it apart from the range にかけて: that one usually appears as AからBにかけて to mark a range of time or space (the starting point can be left unsaid), while にかけては marks a field.
- 1.にかけてN3The range 「にかけて」 usually appears as 「〜から〜にかけて」 to mark a rough range of time or space (九州から四国にかけて; the starting point can be left unsaid); 「にかけては」 marks a field in which someone stands out.
- 2.についてN3「について」 just raises a topic neutrally (歴史について話す); 「にかけては」 highlights someone's strength or notable performance in an area, usually followed by praise like "no one can match". The two are not interchangeable.
にかけては marks a field in which someone stands out, usually followed by high praise; the range にかけて usually pairs with から to mark a rough range of time or space; について is a neutral "about" with no evaluation.
