ことにはならない
Denies that a conclusion follows from a stated premise: "that does not mean…" or "it does not follow that…". It is typically paired with a premise clause such as からといって.

Used in reasoning and argument to reject a hasty inference, often after からといって ("just because…"). It is neutral to somewhat formal and appears in discussion, commentary, and explanation. Compared with わけではない or とは限らない, it focuses on logical consequence: the premise is not sufficient grounds for the conclusion.
Do not confuse it with the "it has been decided" sense of ことになる; this negation concerns logical conclusions, not arrangements.
Note that it is not a prohibition like てはならない; it denies an inference, not permission.
Learners should state the premise clearly, usually with からといって, since the pattern rejects a conclusion drawn from it.
- からといってN2「からといって」goes in the first half of the sentence to present a reason; the second half can take 「ことにはならない」, 「とは限らない」, or a prohibition expression. The two often appear together but are not interchangeable. After nouns and な-adjectives, add 「だ/である」.
- というものではないN2「というものではない」denies a general view, meaning 'not necessarily'; it also has a 「〜ばいい」 form meaning 'it's not enough to just...'. 「ことにはならない」denies an inference and also carries the sense of 'doesn't count'. In the first sense the two are often interchangeable.
- というものでもないN2「というものでもない」tactfully points out that a view cannot be applied across the board, often with 「〜ばいい」; 「ことにはならない」coolly denies a conclusion drawn from the preceding clause. When expressing 'doesn't count as...', the two are close, with the former sounding softer.
- わけではないN3「わけではない」has a soft tone, often used in excuses or to introduce the real reason, and can also express partial negation; 「ことにはならない」coolly states that an inference does not hold, and also has the 'doesn't count' sense. When following 「からといって」, the two are often interchangeable.
- とは限らないN3「とは限らない」means 'not necessarily'; 「ことにはならない」in its first sense denies an inference, and the two are close when following 「からといって」; in its second sense 'doesn't count', it cannot be replaced. After a noun, 「とは限らない」can omit 「だ」.
- ことになるN4「ことになる」also expresses decisions or arrangements made by others or by circumstances; 「ことにはならない」means 'does not equal' or 'cannot be counted as', and forms a positive/negative pairing only with its sense of an inference 'amounting to' a result.
からといって marks the premise, while ことにはならない rejects the conclusion drawn from it. わけではない and とは限らない express partial negation or possible exceptions; というものではない and というものでもない reject a general assumption; ことにはならない is the negated logical-conclusion counterpart of ことになる ("it means that").
