Usage

Typical in news reports, editorials, and formal discussion of politics, law, incidents, or social issues. It is usually followed by predicates such as 議論, 対立, 争い, 交渉, 意見が分かれる, or 調査. Unlike neutral topic markers such as について, it presents the issue as a focal point around which debate, conflict, investigation, or speculation revolves.

Watch out

Do not use をめぐって for a simple, neutral topic like a lecture or report; use について or に関して instead.

Note that the predicate usually describes activity surrounding the issue, such as debate, dispute, negotiation, or investigation, not merely talking or writing about it.

Easily confused with
  • 1.
についてN3「について」simply introduces a topic in a neutral register and attaches to personal acts of speaking or thinking such as 「話す」「考える」「調べる」, while「をめぐって」leans toward written style and stresses multiple parties arguing or taking opposing positions around a focal point. In a sentence about debate you can swap in 「について」, but the sense of dispute becomes weaker.
  • 2.
に関する / に関してN3「に関して」merely flags a topic and places no restriction on what follows, whereas「をめぐって」requires the noun to be a focus of controversy or attention, with the following clause typically being multi-party discussion or dispute. When the following clause describes debate, 「に関して」can be substituted, but the 'around a focal point' nuance weakens.
  • 3.
にまつわるN1「にまつわる」is used only in the pattern 「にまつわる+noun」and refers to legends, memories, disputes, questions, and the like that arise in connection with something, without stressing multi-party opposition. When it attaches to a dispute-related noun, it is close to 「をめぐる」.
  • 4.
を中心にN3「を中心に」is neutral in register and means taking a place, group of people, or issue as the center or focus and extending to other things, while「をめぐって」leans written and means something has become the focal point of multi-party discussion, dispute, or negotiation. 「を中心に議論」carries no sense of dispute.
  • 5.
に対してN3In its 'toward...' sense, 「に対して」marks the direct target of an action or attitude, such as protest or opposition, and has no nuance of multiple parties arguing around a focal point. It is neutral in register and can also express contrast and proportion, which 「をめぐって」does not have.

について and に関して simply mark the topic, whereas をめぐって presents the issue as a focus of dispute, negotiation, investigation, or speculation. にまつわる links stories or legends to something, を中心に marks the central point or core of an activity, and に対して marks the target of an action or attitude.
