A formal expression common in business documents, reports, meetings, lectures, and official announcements. It treats prior facts, results, or discussion as a premise and then moves forward to planning, deciding, or the next step. Compared with をもとに, which foregrounds the source material itself, を踏まえて stresses having properly absorbed that background before proceeding.
Note that をもとに better highlights source material for creative works, though を踏まえて also fits, as in 史実を踏まえて制作した映画.
Note that the thing taken into account is normally something already existing or known, like results, trends, opinions, or past discussion.
Learners should avoid this pattern in casual everyday speech, where it sounds overly formal and bureaucratic.
- 1.に基づいてN2「に基づいて」emphasizes acting strictly in accordance with a basis such as data, laws, or facts, so the result stays faithful to that basis, whereas 「を踏まえて」means taking something on board as a premise and then developing from there. When you want to say 'in accordance with the law' or 'as per the rules,' only 「に基づいて」can be used.
- 2.〜に鑑みてN1「に鑑みて」emphasizes weighing countermeasures in light of past accidents, lessons learned, or social conditions, and what follows is usually an organization's decision. It is not used for trivial personal matters, nor does it express building on existing content, and it takes the particle 「に」.
- 3.に即してN1「に即して」emphasizes that one's approach closely conforms to reality, the actual circumstances of the matter at hand, or laws and standards, and it lacks the sense of 'taking that as a premise and moving on from there.' It attaches only to nouns; when acting in line with laws or regulations, use 「に即して」, not 「を踏まえて」.
- 4.をもとにN2「をもとに」treats the preceding item as material or a source from which the following item is processed or created, as in 「実話をもとにした映画」, while 「を踏まえて」focuses on factoring the preceding item in as a premise. 「をもとに」is stylistically neutral and attaches only to nouns.
- 5.に照らしてN1「に照らして」uses laws, rules, common sense, or experience as a yardstick to check things against, and what follows is typically a judgment of right or wrong, an assessment of what is possible, or a disciplinary decision; it is generally not used to advance new discussion or action from a premise. The preceding item is a noun.
Unlike に基づいて (a direct basis such as rules or data) and をもとに (emphasis on the source material drawn from), を踏まえて treats prior facts or discussion as a premise to build on. に鑑みて weighs a situation to reach a judgment, に即して means conforming to actual circumstances or rules, and に照らして means checking against a standard.
